The Commission on Higher Education (CHED) through its chairperson, Dr. Patricia B. Licuanan, issued Memorandum Order No. 47 series of 2012 identifying the three universities throughout the country as centers of excellence and centers of development for the communication and development communication programs. The Memo stipulated that the Center of Excellence (COE) in Communication is the University of the Philippines' Department of Communication Research of the College of Mass Communication. The Center of Excellence in Development Communication is the University of the Philippines Los Banos' College of Development Communication.

 

On the other hand, the Center of Development (COD) in Development Communication is the Visayas State University's Department of Development Communication (DDC) of College of Agriculture and Food Science.

CHED designated/identified the three higher education institutions nationwide as COEs and COD, resprectively, based on the recommendation of the Technical Committee for Communication and Development Communication chaired by Dr. Ramon R. Tuazon.

This designation of the identified COEs/COD is valid from the date of the approval of the Commission en banc up to May 31, 2014 or until sooner terminated, revoked or cancelled for cause/non-compliance of the provisions of CMO No. 19 s. 2012 (Implementing Guidelines for the Identification, Support and Development of COEs and CODs for the Communication and Development Communication Programs). The award entitles the identified centers to avail of financial assistance on a project proposal basis geared towards the development or improvement of the program, particularly cutting edge technology in communication and development communication and that the implementation of the project should conform to the policies stipulated in the said CMO. The centers will serve as potent catalysts for world class scholarships, best practices, innovative curriculum, research and extension, and professional development in communication.

In a letter sent on December 12, 2012 by Dr. Tuazon to Dr. Editha G. Cagasan, head of DDC, he is looking forward to working with the DDC in pursuing excellence in communication education in the Philippines through the proposed programs and projects which will undoubtedly benefit communication schools throughout the country.
