Honorable Jose Carlos L. Cari, Congressman of the Fifth District of Leyte, gave inspiration to the new graduates being the guest speaker of the 37th Commencement Exercises of the ViSCA Foundation Elementary School (VFES) on March 29, 2012 at the VSU Convention Center.

Cong. Cari was unanimously chosen by the ViSCA Educational Foundation, Inc. (VEFI) Board of Directors as this year's Commencement Speaker because of his competence and integrity that really inspired the 69 graduates in the elementary (37) and kindergarten (32) levels.

As a Licensed Civil Engineer from the Mapua Institute of Technology in Manila, Cong. Cari was responsible in passing into law House Bill 02125 "An Act providing for the conversion of the Abuyog-Silago Road connecting the provinces of Leyte and Southern Leyte into a National Road and providing funds for the maintenance and improvement of the project." He is also the major author of House Bill 00837 which mandates increasing the minimum wage of househelpers and providing mandatory coverage in the National Health Insurance Program of PhilHealth.

In his message, the Congressman appealed to the parents not to underestimate the intellectual and physical capacities of their children in responding to whatever circumstances that may come their way. "In their own little way, they know how to handle and use their initiatives in dealing with such situation," Cong. Cari said. He also challenged the teachers not only to focus on the theoretical/academic aspects in teaching the children in school but the moral values of the children as well.

Moreover, he reminded the new graduates to maximize their time in doing some manipulative works at home such as wiping the pieces of furniture, removing cobwebs, sweeping and polishing the floor, etc., just to make them busy. "Especially now that it's already summer vacation, you help your parents in various chores at home," Cong. Cari reiterated. Mr. Jesus Freddy M. Baldos, chairman of the VEFI Board of Directors, presented a plaque of appreciation to Cong. Cari for being this year's Commencement Speaker.
