In an interview with Dr. Jose L. Bacusmo, VSU President, he revealed that "There are some issues nowadays that are not captured in the ViSCA Code thus we find it difficult to make decisions. Some of its provisions are also a reflection of the Martial Law Era thus it has to be reviewed and revised the soonest possible time."

Dr. Bacusmo issued Memorandum Circular No. 33, Series of 2013 mandating Mr. Daniel M. Tudtud Jr., Dr. Lourdes B. Cano, Dr. Oscar B. Posas, Dr. Edgardo E. Tulin, Dr. Roberto C. Guarte, Dr. Othello B. Capuno, Prof. Manolo B. Loreto Jr., and Atty. Rysan C. Guinocor to constitute themselves into a committee to review and/or revise the existing ViSCA Code and come up with the final version of the VSU Code.

Based on the said Memo, Dr. Bacusmo chairs the committee, while Mr. Tudtud and Dr. Cano are his Vice Chairpersons.

He said that the output of this committee will be submitted, for approval, to the University Administrative Council (UADCO) and the Board of Regents. "We need to have the approved VSU Code before the AACCUP Program Accreditation," added Dr. Bacusmo.

According to Memorandum No. 33, Series of 2013, the committee shall divide themselves into their respective sectoral representations and come up with their initial suggestions before the committee acts on the suggested revisions. He added that, "The final draft of the revised VSU Code must be submitted to the Office of the President not later than April 30, 2013."

The University President also explained that since the VSU Code will serve as its constitution, its provisions must be in harmony with the existing policies of the University.

He also revealed that even the Student Handbook has not been approved yet by the Board of Regents because it was crafted and revised still in conformity with the ViSCA Code.

Finally, Dr. Bacusmo said that, "The VSU Code is now in the making and I will see to it that it is finished, approved and implemented before my term ends."
