VSU President, Dr. Jose L. Bacusmo, presented the University Action Plan and Project (APP) before some panelists on March 4, 2014 at the Crowne Plaza Hotel in Ortigas, Quezon City as part of the requirements of the Executive Course in Education Management and Leadership (ECEML).

Dr. Bacusmo, together with his fellow SUC Presidents who enrolled in the ECEML of the Development Academy of the Philippines (DAP) from September 2012 to January 2014, was invited by DAP to present the APP during the Session 5 – Making a Mark as SUC President: The Action Plan and Project.

According to Dr. Gloria Jumamil-Mercado, Senior Vice President and Dean of the Graduate School of Public and Development Management of DAP, the SUC Presidents enrolled in the ECEML underwent a series of rigorous capacity-building sessions focusing primarily on competencies and skills of effective managers and leaders in the academe. They were also sent to leading higher education institutions in Asia, Europe, and the United States to learn best practices and establish partnerships.

Dr. Mercado further said that these activities were conducted to equip the SUC Presidents with relevant and practice-based competencies to effectively lead their schools towards performance excellence and global competitiveness. “The APP will provide an opportunity for you to integrate theories, principles and lessons learned from the Course and apply these in initiatives or projects aimed at the renewal and transformation of your institution,” she said.

The ECEML is a major component of the Executive Development Program for SUCs (EDPS) jointly implemented by the Development Academy of the Philippines (DAP) and the Commission on Higher Education (CHED) to develop leaders who can recognize challenges and propose innovative solutions in state universities and colleges (SUCs).

Pursuant to the Philippine Public Higher Education Reform Roadmap, the EDPS aims to develop and strengthen the key leadership and management capabilities of senior executives and managers of state universities and colleges all over the country, putting emphasis on the main goals of performance excellence, entrepreneurship, global competitiveness and strategic innovation.

The ECEML aims to equip SUC Presidents with excellent management and leadership skills required to effectively lead their respective schools towards performance excellence and global competitiveness. Specifically, the Course is expected to hone the SUC President’s skills as an academic and organizational leader and a policy decision-maker.
