Admissions Procedure

Go to the VSU Admissions Portal and click Get Started →.
Enter a valid email address and click Submit. You must Agree with VSU’s privacy notice to continue.
Note: Your email address should preferably be Gmail and should reflect your real family name and first name. If you do not have such account, create one.

Open the email sent to your address and click the confirmation link. You will be brought back to the admissions portal to continue with your application.

Supply the needed information, which includes:

Details about your home address, parent or guardian, schools attended and educational background

When asked, upload the required documents based on your applicant category.

VSU will validate your application. Once we find that everything is in order, we will send to you the following details:
- CAT username and password
- Examinee Control Number (ECN)
- Exam schedule (date and time)
- Link to the CAT Portal where you will take the exam

Before the test, your assigned proctor will send to you a Zoom link, which you must join as you take the exam. We will announce the guidelines and other instructions in taking the test soon.

The results will be posted on our website and shared on our social media pages. If you are “accepted”, this means you may enroll in the program of choice. If you are “qualified”, this means you did not make it to the quota of the program you selected, but you may enroll in programs with open slots.

Taking the Exam
Overview
The 2021 VSU College Admission Test is a two-hour exam done online through the Moodle platform. All takers must use a computer and will be observed by a proctor through Zoom throughout the duration of the test.
Technical Requirements
You will need the following equipment and software to take the test:

Desktop computer or laptop with functional video camera and microphone
- If you are using a desktop computer or an external web camera, it will be positioned on the side so you could show your screen and keyboard.
- If you are using a laptop with a built-in webcam, you will additionally need a medium-sized mirror, to be placed strategically for the proctor to see your screen and keyboard.
- If you do not have an external webcam or a mirror, you may use a mobile phone or tablet for Zoom and position it accordingly to show your screen and keyboard.

- Any web browser to take the exam on the VSU CAT Platform (Moodle-based).

Exam Procedure
- Get your exam date and schedule from the email we set to you. You will be assigned either to a Saturday or Sunday, and on one of the following time slots: 9 AM to 11 AM or 3 PM to 5 PM.
- Get the Zoom link emailed to you by your proctor at least 2 hours before your schedule.
- Log in to Zoom 1 hour 30 minutes to 1 hour before your scheduled time. For example, if your exam is at 9 AM, you must be in by 7:30 AM. Ensure that your camera (and mirror) is placed strategically as instructed in the Technical Requirements section above.
- Once in Zoom, rename your Zoom account to “Your ECN” - “Last Name, Given Name”. For example: 12345 - Dela Cruz, Juan.
- Log in to the exam platform using the link and account credentials sent to you.
- Your proctor will start validating your identity. Please show the following through the webcam: Your face, a valid ID or any official document with your photo, and your ECN printed/written in large font (at least 1 inch tall) on a piece of paper.
- Recite the pledge of academic honesty as instructed by the proctor.
- At the exact time of your exam, refresh your browser. The exam will appear in your account. You may now start taking the exam.
- Finish the exam. If you are done before the two-hour duration, you may notify your proctor through a private chat. You may then log out of the exam platform and leave the Zoom meeting. You’re done!

- Certification of your grades with a computed Grade Point Average (GPA) from Grades 9, 10 and 11

A: The VSU CAT 2021 Screening & Proctoring Committee reviews each application carefully during weekdays. Once they find your application to be in order, with complete documents, they will schedule you to the next available schedule. Because of the thousands of applications we have received, it may take some time before we are able to get to yours. You must be ready for any upcoming schedule. Check your email regularly for your confirmation.
Q: Do I have to be in Zoom while taking the exam?
A: Yes. You are required to be observed by a proctor when you take the exam.
Q: Will you provide a reviewer for the exam?
A: No, VSU will not provide a reviewer. But you can study the following subjects:

Q: What if I no longer have my SHS ID due to various circumstances?
A: You may provide/present any valid ID (e.g. TIN ID, philhealth ID, brgy. ID…) since it will only be used for verification purposes.
Q: I was a VSU CAT qualifier last year, do I still have to take the 2021 CAT?
A: Qualifiers of the VSUCAT 2020 but failed to enroll during the school year 2020-2021 for valid reasons shall still be eligible as qualifiers for SY 2021-2022. However, this policy only applies to the specified school year to accommodate students’ request for deferment as a result of the COVID-19 pandemic situation. Two conditions of deferment that should be met prior for online admission:
- The student sends a letter of deferment of his/her enrollment to the Office of the Head of Admission specifying the reasons for failure to enroll during the school year where he/she is a qualifier.
- The student has not enrolled in any college/university course prior to admission to VSU.
Q: Can I present my diploma instead of providing the certification that I’m already a SHS graduate?
A: No, we do not need your diploma. You can present your grade 12 GPA so that we can verify that you’re already a SHS graduate.
Q: What if I have lacking documents?
A: Unfortunately, we cannot process your application. Our Admission app is designed to only proceed if you have uploaded the documents required.
Q: Is it possible to file my application using a mobile device?
A: Yes, you can file your admission application form using a phone, tablet, or computer. However, during the actual test, you must use a laptop or a personal computer with a functional camera and microphone.

This is VISAYAS STATE UNIVERSITY (VSU) general statement on its data processing activities to notify data subjects of categories of personal data processed and the purpose and extent of processing. VSU is committed to comply with the Philippine Data Privacy Act of 2012 (DPA) in order to protect your right to data privacy.
This is not a consent form but an announcement how VISAYAS STATE UNIVERSITY processes personal data. VISAYAS STATE UNIVERSITY Policies on data privacy are on the VSU Portal at vsu.edu.ph/privacy.
Visayas State University processes Personal Data to:
- Perform its obligations, exercise its rights, and conduct its associated functions as:
- an instrumentality of the government;
- a higher education institution.
- Pursue its purposes and mandates under Republic Act 9158 as amended by Republic Act 9437 as a "the state university".
- For each particular unit of VSU, conduct all acts reasonably foreseeable from and customarily performed by similar bodies;
- Decide and act for the holistic welfare of its students, their parents and guardians, faculty, staff, researchers, alumni, and VSU community; and

Visayas State University collects Personal Data:
- Physically through printed forms, attachments, and other documents required by the University, its academic units, and its administrative offices.
- Electronically through electronic forms, via email, or inputting of information directly by the data subject or by the concerned faculty and administrative staff.
- Visayas State University generally collects Personal Data on the onset of the relationship with the VSU clients such as upon application of the student, faculty, staff or other VSU Staff; or before the commencement of the engagement of the student, faculty and staff.
- Visayas State University also collects information specific to an action or decision that the VSU Person will conduct with respect to VSU or with respect to other VSU People.
Visayas State University collects and processes Personal Data for the following purposes:
- Purposes necessary for VSU to perform its obligations, exercise its rights, and conduct its associated functions as an instrumentality of the government and as a higher education institution;
- Purposes to pursue VSU's mandates under existing laws and regulations;
- Purposes to perform acts and decisions necessary for VSU to manage and administer its internal and external affairs as a juridical entity with its own rights and interests;
- Compliance with legal, regulatory, administrative or judicial requirements including audit, reporting and transparency requirements;
- Records and account purposes such as:
- Creation and update of record entries and accounts;
- Creation and maintenance of student, faculty or staff records and accounts, electronic or otherwise;
- Security and community affairs purposes such as;
- Maintenance of safety, security, peace and order in and around VSU campuses as well as venues which VSU has presence or activities;
- Prevention of crimes and damages to persons or property within or outside the premises of VSU.
- Physical records are generally stored in folders or envelopes in drawers or shelves.
- Electronic records are generally stored in servers in the possession or control of VSU or in cloud storage controlled by VSU.
- Personal Data are transmitted and transferred in accordance with Chapter III of the Data Privacy Act of 2012 and Rule V of its Implementing Rules and Regulations.
Visayas State University uses Personal Data proportionately as necessary for its legitimate purposes under the VSU Privacy Policy. Personal Data are used in accordance with:
- the Data Privacy Act of 2012,
- issuances of the National Privacy Commission,
- the National Archives of the Philippines Act of 2007,
- issuances of the National Archives of the Philippines, and
- policies, rules and guidelines of the Visayas State University.
Visayas State University retains data in accordance with the Records and Archives Office (RAO) Quality Procedure on Disposition of Records. In the absence of an applicable rule of retention, Personal Data shall be retained in accordance with the practices of government bodies with analogous functions.
VSU Faculty, Staff and Students have the following rights:
- Right to be informed; (this right entitles you to know whether personal data pertaining to you shall be, are being, or have been processed, including the existence of automated decision-making and profiling.)
- Right to object (this right entitles you to prevent the processing of your personal data, including processing for direct marketing, automated processing or profiling.) subject to VSU's possible consequent failure to conduct academic, administrative and other functions or services;
- Right to access; (this right entitles you to know whether we hold personal data about you and, if we do, to obtain information on and a copy of that personal data.)
- Right to rectification; (this right entitles you to have your personal data corrected if it is found to be outdated, inaccurate, or incomplete.)
- Right to erasure or blocking of Personal Data (this right entitles you to request the erasure of your personal data, such as in cases where your personal data is no longer necessary to achieve the legitimate business purpose of its use or processing.) subject to those personal data which are not part of VSU's public records as an instrumentality of the government or as a state university; and
- Right to damages (this right entitles you to be indemnified for any damages sustained due to such inaccurate, incomplete, outdated, false, unlawfully obtained or unauthorized use of personal data, taking into account any violation of your rights and freedoms as data subject.) but which is subordinate to the non-liability of Visayas State University arising from the incidental damages due to VSU's pursuance of its mandates or compliance with its legal obligations.
- Right to data portability (this right entitles you to receive a copy of personal data that you have provided to us (in a structured, commonly used and machine-readable format).

VSU Faculty, Staff and Students have the following responsibilities:
- Respect the data privacy rights of others;
- Report any suspected Security Incident or Personal Data Breach to the VSU Data Protection Office;
- Provide the Visayas State University true and accurate Personal Data and other information;
- Not disclose to any unauthorized party any non-public confidential, sensitive or personal information obtained or learned in confidence from VSU; and
- Abide by the policies, guidelines and rules of Visayas State University on data privacy, information security, records management, research and ethical conduct.
- The VSU Data Protection Officer may promulgate policies, guidelines and rules which are not inconsistent with this Policy.
- If any law or regulation cited in this Policy is amended or superseded, then it shall be considered that this Policy is referring to such amending or superseding law or regulation, without prejudice to a person's right against retroactive effect of laws.
- If any part of this Policy is declared null and void, then the other unaffected parts shall remain in full force and effect.
Data Protection Officer, reporting to the VSU President, is tasked to protect the privacy of personal information to, in, and from VSU with the following functions:
- Comply with data privacy laws and regulations including implementing data protection measures, submitting regulatory requirements, and managing privacy incidents.
- Provide units of the University support services including formulating policies, training people, and conducting audits with remediation solutions.
- Prevent legal, financial, and operational risks by improving current and future forms, contracts, processes, and I.T. systems to secure against leakage of information.
- Develop in the University a culture of respect for privacy by formulating policies and establishing practices at par with domestic and international standards.
