VSU-earns-very-satisfactory-rating-in-DBMs-2024-annual-performance-review

Visayas State University (VSU) has achieved a “very satisfactory” rating of 4.58 in the 2024 Annual Performance Review conducted by the Department of Budget and Management (DBM) and secured the fourth spot among State Universities and Colleges (SUCs) in Eastern Visayas.

This marks a major leap from its 2023 performance, which was only rated “satisfactory.” The latest score reflects how VSU has improved in managing government funds, implementing programs, and delivering services to students and the wider community.

The DBM’s performance review serves as a crucial measure of how SUCs manage their funds, align their operations with national priorities, and deliver outcomes that directly benefit students, employees, and partner communities.

A “very satisfactory” rating means that VSU has gone beyond meeting its basic obligations. It is now recognized as a university that manages resources wisely and implements projects on time and with measurable results.

According to DBM’s criteria, such ratings are influenced by institutional planning and monitoring mechanisms. For VSU, this success was shaped by interventions like scenario-based and foresight strategic planning, public financial management workshops, and the careful preparation of the Line-Item Budget (LIB) and Project Procurement Management Plan (PPMP). Midyear and year-end performance assessments also allowed the university to measure progress, identify gaps, and make timely adjustments.

In the 2024 regional ranking, Biliran Province State University (BiPSU) topped with a perfect 5.0, followed by Eastern Samar State University (ESSU) with 4.65, and Northwest Samar State University (NWSSU) with 4.60.

For VSU, reaching a very satisfactory level directly translates to stronger support for mentoring and learning, better facilities and services for students, more opportunities for research and innovation, and a more efficient and motivated workforce.

Moving forward, VSU aims to build on this momentum and strive for an “outstanding” rating in the coming years, as it continues its journey of being one of the  leading academic institutions in the country.
