The Visayas State University (VSU) has taken a bold step in making higher education more accessible to students who often face the steepest challenges in pursuing a college degree. 

Through Board Resolution No. 32, s. 2021, the university approved the implementation of the Affirmative Action Program (AAP) for State Universities and Colleges in Eastern Visayas (SUCs-8), beginning in the first semester of SY 2021–2022.

The AAP was crafted to support underprivileged and marginalized youth, particularly those from indigenous groups, persons with disabilities, graduates of public schools, children of former rebels, and students from disadvantaged areas. VSU committed 10 slots for its main campus and another 10 for each of its component colleges, bringing a total of 50 beneficiaries across the university system in its initial rollout.

The support package under this program goes beyond free tuition covered by UniFAST. Beneficiaries are provided with a ₱2,500 monthly living allowance for food, transportation, and other incidental needs, and ₱2,000 book allowance in every semester. In addition, scholars are entitled to free accommodation in university dormitories.

To carry out the program in a structured and transparent manner, the university, through the VSU Admissions Office adopted clear Guidelines for the Selection of Admission Scholarship Recipients. These guidelines outline the following:

I. Eligibility Criteria

     Applicants must meet the following criteria:

  1. A Filipino citizen and first-year college student.
  2. Belong to a household with gross annual family income not exceeding ₽100,000.
  3. Have a general weighted average (GWA) of at least 80% in Grade 12
  4. Have not qualified for any other merit-based or full government scholarship.
  5. Must have passed the university's College Admission Test and be officially enrolled in any undergraduate program at the time of application.
  6. Of good moral character and has never been subjected to disciplinary action.
  7. Willing to maintain a GPA of 2.50 or higher every semester to renew the scholarship.

II. Scholarship Privileges

  1. Php 2,500 per month allowance for daily subsistence
  2. Php 2,000 book allowance per semester
  3. Free accommodation in any university-operated dormitories or cottage
  4. Advisory and academic support services coordinated by the Scholarship Office

IV. Selection Process

  1. Call for Application: The Scholarship Office shall open the call at the start of every academic year and promote the opportunity through university channels. 
  2. Screening of Documents: Initial screening will assess compliance with eligibility and completeness of documents.
  3. Socio-Economic Validation: Interviews or home visits may be conducted to verify financial status and living conditions.
  4. Ranking and Final Evaluation: Applicants will be ranked using the following criteria:
    1. Financial Needs - 40%
    2. Academic Performance - 30%
    3. Interview/Validation - 20%
    4. Character/Recommendation - 10%

                  TOTAL - 100%

V. Scholarship Renewal

The grant is renewable every semester subject to the following conditions: 

  1. Must maintain a GPA of 2.50 or better.
  2. Must have no failing grade or disciplinary record. 
  3. Must submit a copy of grades from the previous semester. 
  4. Must not accept another scholarship with similar benefits unless declared and cleared by the Scholarship Office. 
  5. Attend any required meetings, orientations, or seminars related to scholarships. 

VI. Grounds for Revocation

  1. Falsification of documents
  2. Academic Failure or GPA below 2.50
  3. Transfer to another institution without clearance
  4. Breach of scholarship contract

The application period will run from August 28 to September 11, 2025. All required documents must be submitted in a long brown envelope to the Admissions Office, located at the Regional Climate Change Research and Development Center.

By linking the authority of the BOR resolution with the detailed guidelines, VSU turns the Affirmative Action Program into a concrete initiative that directly assists students who need it most. It shows the university’s effort to pair academic excellence with social responsibility, and widens access to higher learning for young people whose chance of entering college might otherwise remain uncertain.
