VSU conducts seminar-workshop to enhance Strategic Performance Management System

Visayas State University (VSU) conducted a four-day Seminar-Workshop on the Enhancement of the Strategic Performance Management System (SPMS) on September 15–18, 2025, at the RDE Hall and OP Board Room.
The activity gathered university officials and unit heads from across the VSU system to refine how performance targets are set, measured, and cascaded across the university.
The workshop provided detailed guidelines on the preparation of Office, Division, Unit, and Individual Performance Commitment and Review (OPCR, DPCR, UPCR, and IPCR) forms.
Resource person, Dr. Fe Jennifer B. Perez, walked the participants through the process of aligning individual and unit outputs with institutional goals, which strengthens accountability at all levels of the university.
“Performance management allows us to see how the work of every office and every individual connects to the bigger picture,” said VSU President Dr. Prose Ivy G. Yepes.
“This makes our priorities clearer and our progress more measurable.”
This initiative builds on the succession planning exercise held on July 28–31, 2025. That earlier event prepared the university for long-term leadership continuity by identifying and developing future leaders within the institution.
While succession planning focuses on preparing people to step into leadership roles, the SPMS enhancement ensures that these leaders, along with the entire workforce, will operate within a framework that directly connects performance to the university’s strategic direction.
The combination of succession planning and SPMS enhancement reflects a holistic approach to develop the right people while at the same time strengthening the systems that guide and measure their performance.
This dual focus supports VSU’s expansion in academic programs, research endeavors, and community services, as the university continues to respond to emerging challenges in higher education and development work.
For VSU, aligning leadership preparation with performance accountability is a long-term investment in institutional sustainability.
