VSU pioneers Landbank’s GPC program in Eastern Visayas

Visayas State University initiated the implementation of the Government Purchase Card (GPC) Program of the Land Bank of the Philippines (LANDBANK) in a Memorandum of Agreement (MOA) signed between VSU President, Dr. Prose Ivy G. Yepes, and LANDBANK Retail Banking Group (RBG) Head, First Vice President (FVP) Kristine Marie G. Cuevas, last February 5, 2026.
The first of its kind in the region, GPC is a credit card that will be used as an alternative payment for certain government expenditures including travel costs, lodging, fuel, automotive services, and minor items of small value.
This initiative aligns with national efforts by the Bureau of the Treasury (BTr) and the Department of Budget and Management (DBM) to enhance the general financial management in government agencies.
The GPC program aims to increase internal control and minimize handling of cash, liquid process, and the burden of traditional procurement.
With advanced levels of security such as EMV and 3D One-Time Passwords (OTP), these cards, the MOA states, will be issued to VSU officials and employees on official business.
VSU sets to maintain the integrity of the program by appointing a GPC Program Administrator to oversee its implementation and its internal policies.

“With this agreement, we are confident that this partnership will contribute to more effective service delivery and the advancement of good governance,” said Atty. Rysan C. Guinocor, Director of Administrative Services on behalf of Vice President for Administration and Finance, Dr. Moises Neil V. Seriño, in a speech during the MOA signing.
VSU President, Dr. Yepes, also stressed the significance of this collaboration, stating that “the GPC provides a more streamlined option, one that supports operational continuity without compromising transparency, audit requirements, and fiscal discipline.”
This collaboration accelerates VSU’s shift towards modernization, transparent transactions, and streamlined university operations.
