The construction of a new state-of-the-art 3-storey VSU Library is now on-going after the initial amount of P9.5-million was released by the Department of Budget and Management (DBM) through Secretary Florencio B. Abad, Jr. to the Visayas State University.

 

The proposal for the construction of a new VSU Library was presented by Dr. Jose L. Bacusmo, VSU President, to Atty. Abad, DBM Secretary, when he came to VSU in April 2011 as guest of honor and speaker during the 58th Collegiate Commencement Exercises. Considering the merit of the proposal, DBM Secretary Abad approved it.

The construction of a new VSU Library has been approved by the VSU Board of Regents per BOR Resolution No. 32, s. 2011 as part of the approved Institutional Strategic Development Plan and the Work and Financial Plan of the University covering the period 2011-2015. The construction of the Library is divided into four phases. Phase I started in 2012. As reflected in the plan, the library is expected to be completed in 2015. According to Dr. Roberto C. Guarte, VP for Administration and Finance and chairman of the Bids and Awards Committee (BAC), the new VSU Library shall be equipped with modern facilities at par with the best libraries in the country and even with other developed countries. The new facility will have enough room spaces, comfortable hallways and alleys with outlets for internet connection in every room and other strategic areas. The ceiling of the building shall have acoustic tiles installed.

The building shall be divided into three floor areas with specific functions. The First Floor will have the entrance in which the control desk area and information area, baggage area with either coin operated lockers or open lockers, and the current awareness bulletin shall be in place. It also includes the Circulation that will house the centralized service desk area for payments, loans and returns of books, reserve area, lounge area, discussion room with a capacity of six users, and card catalogue/express catalogue;

It will also have the Information Commons such as the multimedia room, discussion room, and reading area with a capacity of 40 users in every room and with computer terminals; the Technical Section for shelflist catalogue and cataloguing tools area; the library server; comfort rooms; coffee shop or refreshment parlor; reference area; reference librarians' area; university librarians' office; reading area for reference and reserve sections with a capacity of 150 users; stack room for general reference; and quite room with 50 individual carrels.

The Second Floor shall consist of the circulation section stack, computer terminals, Filipiniana/Viscaiana section stack, graduate school reading room, serials section, reading area with a capacity of 250 users, and comfort rooms.

The Third Floor shall accommodate the audio visual room/conference room with a capacity of 100 users, audio visual room/viewing room with a capacity of 150 users, computer terminals, comfort rooms, bindery, stack area, stock rooms, and staff room with kitchen, powder room, and a toilet.

The University had advertised the Invitation to Apply for Eligibility and to Bid for the Construction of a 3-Storey University Library Building Phase 1 in a newspaper with nationwide circulation and posted the same in the PhilGEPS and other conspicuous places. The VSU BAC has declared CNE Construction as the bidder with the lowest calculated and responsive bid for the construction of the 3-Storey University Library Building (Phase 1) approved by the VSU President.

The Phase 1 total construction cost amounted to P9,382,744.63 consisting of the following specific work items: General Requirements – P301,276.91, Site Works – P349,531.27, Civil/Structural Works –P8,520,612.12, Electrical Works – P108,733.22, Drainage Line – P44,298.72, and ECE Works – P49,292.39.

The University had spent a total amount of P1,700,000 for the consulting services for architectural and engineering design.
