DBM to phase out SAROs, ABMs in 2013 budget; Abad: approved nat’l budget to stand as release document
Budget and Management Secretary Florencio B. Abad announced that beginning 2013, the Department of Budget and Management (DBM) will begin phasing out Special Allotment Release Orders (SAROs) and Agency Budget Matrices (ABMs) in authorizing fund releases to government departments and agencies.

In an interview with Dr. Jose L. Bacusmo, VSU President, he revealed that "There are some issues nowadays that are not captured in the ViSCA Code thus we find it difficult to make decisions. Some of its provisions are also a reflection of the Martial Law Era thus it has to be reviewed and revised the soonest possible time."
Dr. Bacusmo issued Memorandum Circular No. 33, Series of 2013 mandating Mr. Daniel M. Tudtud Jr., Dr. Lourdes B. Cano, Dr. Oscar B. Posas, Dr. Edgardo E. Tulin, Dr. Roberto C. Guarte, Dr. Othello B. Capuno, Prof. Manolo B. Loreto Jr., and Atty. Rysan C. Guinocor to constitute themselves into a committee to review and/or revise the existing ViSCA Code and come up with the final version of the VSU Code.

Dr. Jose L. Bacusmo, VSU President, together with some key officials of the Department of Science and Technology (DOST) headed by Secretary Mario G. Montejo, visited Mexico on April 9-14, 2013. The mission visit was part of the project titled, "Reinvigorating the coconut industry through in vitro culture (somatic embryogenesis) and strengthening agricultural biotechnology laboratories using advanced and cost-cutting methods and products" which will be implemented by the Visayas State University.
