Visayas State University (VSU) formally entered into a Memorandum of Agreement (MOA) with KAISER International Healthcare Group, Inc. on December 16, 2025, at the Office of the Vice President for Administration and Finance (OVPAF) Conference Room, marking a significant step in strengthening the medical benefits of its employees.

The MOA was entered into through the recognized employees’ associations of VSU, namely the LSU–Administrative Personnel Association and the VSU Faculty Advancement Network. On behalf of their respective associations, the agreement was signed by Ms. Queen-ever Y. Atupan, President of the LSU–Administrative Personnel Association, and Dr. Jerry D. Imbong, President of the VSU Faculty Advancement Network, together with Ms. Sharon Evite Cangayda Carangue, representative of KAISER International Healthcare Group, Inc.

The signing was witnessed by VSU President, Dr. Prose Ivy G. Yepes, Vice President for Administration and Finance, Dr. Moises Neil V. Seriño, and Director of the Human Resource Management and Development Office (HRMDO), Ms. Honey Sofia V. Colis.

Ms. Atupan emphasized the significance of the agreement to VSU employees, noting that the medical allowance has long been a shared aspiration of the workforce. “This medical allowance has been a long-time dream of VSU employees. For many years, we have hoped for a program that would provide meaningful support for our health and medical needs. This MOA is a fulfillment of that collective aspiration and a clear indication that the University values the welfare of its employees,” she said.

The MOA establishes a structured medical allowance program for qualified VSU personnel, aimed at improving access to healthcare services and providing financial support for medical needs. This initiative underscores the University’s commitment to employee welfare, recognizing that the health and well-being of its workforce are essential to sustaining quality instruction, research, and extension services. The partnership with KAISER strengthens VSU’s existing health support mechanisms by promoting preventive care and financial security among employees. Through this agreement, the University seeks to foster a supportive work environment that values and protects its human resources. 

The MOA further demonstrates VSU’s alignment with national and global efforts toward inclusive and sustainable institutional development.
