Visayas State University (VSU) once more affirmed its stature as a financially compliant higher education institution (HEI) at the annual Agency Performance Review (APR) for Fiscal Year 2025, held on March 3, 2026, at the D Pavilion in Tacloban City, bringing home not just one, but two significant recognitions.

The Department of Budget and Management (DBM) Regional Office VIII presented VSU with a Certificate of Recognition for the complete and well-timed submission of the second semester FY 2025 Budget and Financial Accountability Reports (BFARs).

This award recognized VSU’s prompt completion of all 25 required reports, demonstrating a 100% compliance rate and reflecting the university’s dedication to transparent and responsible management of public funds.

VSU also grabbed 2nd place in the Best APR Presentation, earning an average score of 95.17% among participating agencies.

Through a verse choir piece entitled “Ascending in 2025: The VSU Triumph,” VSU’s presentation highlighted the university’s key achievements in higher education, advanced education, research initiatives, extension and technical services, and financial performance throughout 2025.

The verse choir piece was penned by no less than VSU President, Dr. Prose Ivy G. Yepes, and performed by senior students of the Bachelor of Arts in English Language Studies (ABELS) program under the direction of ABELS faculty members, Dr. Seregena Ruth L. Martinez and Ms. April Rose V. Alojado, Faculty of Humanities and Social Sciences (FHSS) Dean, Dr. Maria Vanessa E. Gabunada, and Department of Arts, Languages, and Literature (DALL) Head, Dr. Cherry N. Rola.
 
Among university officials in attendance were the Vice President for Planning and Development, Dr. Glenn G. Pajares and Director of the Finance Management Office, Ms. Louella C. Ampac.
 
Meanwhile, Biliran Province State University (BiPSU) and Southern Leyte State University (SLSU) secured the first and third spots, respectively. 
 
DBM Directors Imelda C. Laceras, Director IV, and Aleli N. Hernandez, Director III, formally presented the awards and lauded VSU for its dedication to excellence, transparency, and accountability in public service. 

Dr. Yepes thanked everyone for the recognition, noting that the achievement reflects the dedication and hard work of the entire VSU community.

“These awards affirm VSU’s commitment to responsible governance and quality public service, while inspiring the University to strive for even greater impact in the years ahead,” President Yepes said.

The conference gathered twelve agencies in Eastern Visayas, including ten State Universities and Colleges (SUCs), Commission on Higher Education (CHED) Regional Office VIII, and the Technical Education and Skills Development Authority (TESDA) Regional Office VIII.
