VSU implements NBC 461 5th cycle; 146 faculty members of VSU System get promotion

With the full implementation of the NBC 461 (5^th Cycle), a total of 146 faculty members of the Visayas State University (VSU) System were promoted based on the results of the Common Criteria Evaluation (CCE) and the Qualitative Contribution Evaluation (QCE).

One hundred twenty-nine (129) got promoted effective January 1, 2015; 4 were promoted effective February 1, 2015; 12 were promoted effective March 16, 2015; and 1 was promoted effective June 16, 2015. The notices of promotion to the 146 faculty members were signed by Dr. Jose L. Bacusmo, University President. As revealed by Dr. Lourdes B. Cano, VSU’s Director for Administration and Human Resource Development (ODA-HRD), 113 of them are from the VSU Main Campus, 12 from the VSU-Villaba Campus, 8 from the VSU-Isabel Campus, 8 from the VSU-Tolosa Campus, and 5 from the VSU-Alangalang Campus.

Prior to their promotions, the documents submitted by the VSU faculty were thoroughly scrutinized by the VSU Institutional Evaluation Committee chaired by Dr. Edgardo E. Tulin, then VP for Planning and Resource Generation, together with Prof. Jacob Glenn F. Jansalin, Dr. Editha G. Cagasan, Dr. Arturo B. Pasa, and Mrs. Teresita L. Quiñanola, as members. The Committee reviewed, assessed, and verified the documents and the points earned covering the period from July 2008 to June 2010 before submitting them to the PASUC 8 Regional Evaluation Committee for review and before coming up with the printout indicating the upgraded positions of the faculty members.

Based on the printout provided by the PASUC 8 Regional Evaluation Committee, the list of faculty members qualified for upgrading was then submitted for approval by the Board of Regents through the VSU Academic Personnel Board and the University Administrative Council. After receipt of the BOR resolution approving the upgrading, the supplemental plantilla was prepared and submitted to the Department of Budget and Management for its post audit and later, issuance of the Notice of Organization Staffing and Compensation Action (NOSCA).

When NOSCA was received, the qualified faculty members were required to submit documents to support their appointment to the new upgraded position title. After which, processing and approval of their appointments were done and the required Report of Appointments Issued (RAI) was prepared and submitted to the Civil Service Commission. Said RAI was passed upon and approved by CSC, which means that the appointments were all in order.

To facilitate implementation of the upgrading, release of funds was likewise requested from DBM and with the receipt of the money to implement said upgrading for 2015, payment of the salary differentials was facilitated.
