Ladies and Gentlemen, I extend warm greetings to the students and faculty of the Visayas State University on the institution's 99th founding anniversary and 2023 Farmers and Fisherfolk’s Day.

Nais ko rin batiin ang mga magsasaka at mangingisda na nakiisa sa pagtitipon na ito. Magandang umaga po.

When our forebearers first began to settle these islands, they did so for the fundamental necessities of human life. They needed food for their families, housing to shelter them, and clothing to protect them against the elements.

The fulfillment of these necessities required vigorous agriculture and fisheries and a workforce willing to take on the responsibility of production.

Today, agriculture and fisheries remain the bedrock of our national life.

  • Dahil dalawampu't apat na porsiyento ng ating mga manggagawa ang nagtatanim at nangingisda para sa lahat, ang karamihan sa ating mga manggagawa ay nakakahanap nang mas mataas na sahod sa industriya at serbisyo.

  • At walumpu't tatlong porsiyento ng pagkain natin ay naitatanim at inaani sa loob ng ating mga baybayin, mayroon tayong kakayahan na palawakin ang ekonomiya.

  • Sa huli, mayroon tayong kakayahan na palakasin ang pambansang ekonomiya at kaya nating labanan ang kahirapan at kagutuman.

The record of our accomplishments in this respect is a testament to the Filipino farmer's determination to succeed. Within the past three decades alone:

  • The value of our farm and fishery exports increased more than threefold—from around $1.8 billion in 1994 to some $6.2 billion in 2022.

  • Malnutrition among Filipino children younger than five years old declined from 50 out of every 100 to around 30 out of every 100.

  • Poverty in our rural areas fell from 65 percent to about 36 percent.

  • And the average lifespan among Filipinos has been extended by some four years.

Our goal today is to build on this foundation of growth and abundance.

Malinaw ang mga pangunahing layunin ng programa ng Pambansang Pamahalaan para sa kasiguraduhan sa pagkain:

  • Una, pataasin ang produksyon sa mga paraan na napapanatili ang sigla ng ating kapaligiran at likas na yaman;

  • Pangalawa, pababain ang presyo ng pagkain sa mga pamilihan;

  • Pangatlo, gawing makabago ang produksyon at komersyo sa pagkain;

  • Pang-apat, lumikha ng trabaho sa kanayunan;

  • At panglima, siguraduhin ang sapat at makatwirang kita para sa magsasaka at mangingisda.

To this end, I have directed the DA to carry out a national program that continues our progress toward maximum food security and equitable economic growth.

  • Here in Region 8 and elsewhere in the country, we will increase rice production from 4.15 metric tons per hectare to between 7.5 and 10 metric tons per hectare.

  • We will ensure that our farmers have high-yielding seeds, adequate machinery, post-harvest facilities, and training that permits them to use their resources wisely and responsibly.

  • We will reduce the prices of key food commodities, including pork, through initiatives to restore the country's swine population. And together with local government units, we will hold the line on African Swine Fever (ASF).

  • And we will build new, climate-resilient infrastructure to guarantee the integrity of the value chain and protect our gains against the vagaries of climate change.

In our urgent programs, we will continue to support the agriculture sector against rising production costs by providing fuel and fertilizer subsidies and access to low-cost credit.

Para sa kasalukuyang taon, halimbawa, naglaan na ang Pambansang Pamahalaan ng credit funding na umaabot sa 286 milyong piso para sa mga magsasaka at mangingisda ng Eastern Visayas.

Nitong nakaraang Pebrero lang, namahagi ang DA ng tulong pinansyal para sa halos pitong-daan na magsasaka sa Sulat, Taft, Can-avid, Oras, at Dolores sa probinsiya ng Eastern Samar sa ilalim ng Rice Farmers Financial Assistance Program.

Inendorso rin ng DA ang pag-apruba ng pondo na umaabot sa 725 milyong piso mula sa Philippine Rural Development Program para sa mga farm-to-market road projects sa Hilongos, Leyte; sa Sogod, Southern Leyte; sa Villareal, Samar; at sa Pambujan at Bobon sa Northern Samar.

Sa susunod na limang taon naman:

  • Sisiguraduhin ng ahensya ang pagkukumpuni at pagtatag ng small-scale irrigation projects para sa mahigit na isang libong ektarya ng sakahan dito sa Eastern Visayas.

  • Magdadagdag ang ahensya nang mahigit limandaang kilometrong kalsada para sa mga sakahan at pangingisda ng rehiyon.

  • Magtatayo rin ang DA nang mahigit isang daan at dalawampung bodega, rice mill, at iba pang pasilidad para sa ani ng inyong mga magsasaka at mangingisda.

  • Samantala, magtatatag naman ang BFAR ng dalawampu't isang training centers upang mabigyan ng pagsasanay sa bagong teknolohiya ang mga mangingisda sa Tacloban, Babatngon, at Baybay dito sa Leyte.

  • Ganoon din ang gagawin ng BFAR para sa mga mangingisda sa Maasin sa Southern Leyte; sa Biliran at Naval sa Biliran; sa Jiabong at Calbayog sa Samar; sa Borongan at Guiuan sa Eastern Samar; at sa Lavezares at Lapinig sa Northern Samar.

For the whole of our rural economy, we seek to achieve six consecutive years of steady growth by adopting the fiscal measures needed to finance our expenditures sensibly.

Ngunit para makamit natin ang kasiguruhan sa pagkain para sa lahat, kailangan ng magsasaka at mangingisda ang kooperasyon at tulong ng lahat.

Dahil ang tagumpay ng ating programa para sa food security ay hindi lamang nakasalalay sa pagsisikap ng sektor ng agrikultura, kundi pati na rin sa galing ng kabataan gaya ng sa Visayas State University—na isa sa mga nangungunang unibersidad sa agrikultura sa buong Timog Silangang Asya.

Kailangan din natin ang determinadong pamunuan ng mga lokal na pamahalaan at extension workers na siyang bumubuo sa ating pangunahing programa para sa kasiguraduhan sa pagkain

Because our farmers and fisherfolk stand for what is fundamentally most needed in our national life, we all have a stake in their success.

Undertaken—as always—with the highest intelligence and courage, it is in farming and fisheries that we build our ability to feed our people, power our workforce, and guarantee the strength and stay of our nation.

This message was read to the thousands of attendees of the 2023 Farmers and Fisherfolk’s Day held on the morning of April 28, 2023, at the VSU Convention Center. 

On the Philippine President’s behalf, Department of Agriculture Regional Director for Eastern Visayas Andrew Rodolfo T. Orais delivered this message before the recognition of the Ugmad Awards, which is the annual search for outstanding farmers, fisherfolk and environmental heroes in Region 8 mainly spearheaded by the VSU Office of the Vice President for Research, Extension and Innovation (OVPREI).
