Visayas State University (VSU) once again earned its “very satisfactory” rating in the 2025 Annual Agency Performance Review (AAPR) conducted by the Department of Budget and Management (DBM).

Despite a stricter fiscal environment and performance standards increase, VSU still managed to attain a total score of 4.25, keeping its ‘excellence’ status in financial management, program implementation, and timely filing of reports.

According to DBM’s rating standard, a score of 4.00-4.99 means that VSU has gone beyond the standard and has delivered above average performance.

DBM praised the university specifically on the impressive Budget Utilization Rate (BUR) of 98.71% of allotment and 97.24% of program, both higher than last year.

This significant performance is attributed to efficient regular monitoring and timely procurement operations.

In terms of physical accomplishments, VSU delivered 13 of 14 key performance indicators (KPIs) of the FY 2025 General Appropriations Act (GAA).

The university exceeded targets in licensure exam pass rate, employability, research publications, and extension partnerships.

VSU also performed well in income generation with an overall accomplishment rate of 128.20% against the annual target.

DBM acknowledged and commended VSU's performance for the continuous fulfilment of commitments in line with national development objectives.

As the university has reached this milestone, the administration continues to work on areas of improvement, and to strive for an "Outstanding" rating in the years ahead.

This recognition is a result of the hard work of VSU leadership, faculty, staff and stakeholders.

Guided by its mission to become a premier research university in the Visayas, VSU will continue to innovate, to be accountable, and to provide the best possible public service.
