This $4M-US dollar project on reconstruction and strengthening of VSU-Tolosa Campus funded by KOICA will have its groundbreaking ceremony on June 17, 2016 to formally start the construction activities in this campus.

The lowering of the time capsule will be done by the following dignitaries: His Excellency Kim Jae-Shin, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the Republic of the Philippines; Leyte Governor Leopoldo Dominico L. Petilla; Tolosa Mayor Erwin C. Ocaña; and VSU President Edgardo E. Tulin, who will also give their messages, including Dr. Napoleon B. Imperial, Deputy Executive Director IV from the Commission on Higher Education Central Office.

According to Dr. Lourdes B. Cano, dean of VSU-Tolosa, this project did not come right there and then. It went through a series of discussions and consultations with some experts from Korea, personnel of Korea International Cooperation Agency (KOICA), and the officials of the Visayas State University led by its former president, Dr. Jose L. Bacusmo.

Prior to the construction activities, a group of experts from Korea and personnel of KOICA in the Philippines conducted on June 30-July 1, 2015 an ocular survey at the VSU-Tolosa Campus where the 4-million US dollar project funded by KOICA will be established.

Several consultations have been conducted by Korean experts as well as personnel from KOICA Philippines.
