Budget and Management Secretary Florencio B. Abad announced that beginning 2013, the Department of Budget and Management (DBM) will begin phasing out Special Allotment Release Orders (SAROs) and Agency Budget Matrices (ABMs) in authorizing fund releases to government departments and agencies.

A total of seventy-one (71) graduating students, of whom 8 are Magna Cum Laude and 63 Cum Laude in the different degree programs of the Visayas State University, will be receiving medals of Latin honors during the 60th VSU Collegiate Commencement Exercises in the morning of April 5, 2013 at the VSU Gymnatorium.

Mr. Dominic L. Petilla, a businessman and a brother of Energy Secretary Carlos Jericho L. Petilla, is the guest of honor and speaker during the 60th VSU Commencement Exercises in the morning of April 5, 2013 at the VSU Gymnatorium.

Dr. Annabella B. Tulin, a soil science and plant nutrition professor of the Visayas State University (VSU), has been awarded a Professorial Chair Grant for 2013 by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA).

The Visayas State University (VSU) bestowed academic medals to this year's graduates with Latin honors during the 60th Collegiate Commencement Exercises on April 5 at the VSU Gymnatorium.

The VSU Presidential Medal for Academic Excellence was accorded by Dr. Jose L. Bacusmo, VSU President, to Josefina F. Ballesteros, BS in Agribusiness (BSAB), Magna Cum Laude, for graduating with the highest academic performance among the 930 graduates. Aside from the medal, she also received a cash award of P15,000 from VSU. Likewise, she received the Gov. Ma. Mimieta S. Bagulaya Award for Most Outstanding Student and the College of Management and Economics Dean's Medal of Excellence.

In an interview with Dr. Jose L. Bacusmo, VSU President, he revealed that "There are some issues nowadays that are not captured in the ViSCA Code thus we find it difficult to make decisions. Some of its provisions are also a reflection of the Martial Law Era thus it has to be reviewed and revised the soonest possible time."

Dr. Bacusmo issued Memorandum Circular No. 33, Series of 2013 mandating Mr. Daniel M. Tudtud Jr., Dr. Lourdes B. Cano, Dr. Oscar B. Posas, Dr. Edgardo E. Tulin, Dr. Roberto C. Guarte, Dr. Othello B. Capuno, Prof. Manolo B. Loreto Jr., and Atty. Rysan C. Guinocor to constitute themselves into a committee to review and/or revise the existing ViSCA Code and come up with the final version of the VSU Code.
